Critics doubt tax increases are needed In what foes of Cook County Board President Todd Stroger labeled “a public-relations exercise,” county officials said Friday that absent higher taxes, health services would be “destroyed,” long-term criminal probes would cease, suburban courthouses could be closed and tax assessments would be delayed.
